Whether you’re launching a new company or maintaining an existing business, understanding the DC business licensing process is essential. This guide provides a step-by-step breakdown of how to obtain and renew a Basic Business License (BBL), register your business, and meet zoning and tax requirements.

Steps to Obtaining a Basic Business License (BBL) in DC

Step 1 – Corporate & Trade Name Registration

  • If your business operates as a corporation, limited liability company (LLC), or partnership, register via CorpOnline.

Step 2 – Register with the Internal Revenue Service (IRS) and DC Office of Tax and Revenue (OTR)

  • Register your EIN with the DC Office of Tax and Revenue (OTR) online (See Business Section on middle left of page). If you don’t have an Employee Identification Number (EIN), you can apply online here: EIN.
